Yes, the limiter is only on the master output. Furthermore, I also have the limiter set to 0dB, but this problem is seen on the channel leds not on the master output, which can also be at a lower level.
It happens to me that I set a certain visual level on the LEDs in the headphones (usually the first white LED lights up a little) when I perform the pre-listening. Then before mixing I sometimes turn the bass knob to the minimum and at that moment you see that the white LEDs start to level up. At that moment it would be instinctive to reduce the gain because visually it seems too high, but this is not true because as soon as I return the bass knob to the central position, then the LEDs return to normal.
